Setting Up Utilities Before Closing in the East Valley: Who to Call, and When

Two things decide when a house is actually livable: which providers serve that specific parcel, and how far ahead each of them wants to hear from you. Both are knowable weeks before closing, and both are quoted below from the city or the provider directly, checked on August 6, 2026.

Which utility accounts do I need to open before closing in the East Valley?

It depends on the address, not the city name. Electricity in Gilbert, Chandler, and Tempe can be SRP or APS, because each city lists both. Mesa bills its own water, sewer, and trash citywide, plus gas and electric in parts of town. Apache Junction runs no municipal utility at all.

No aggregator or review site was used, because provider lists on those sites go stale and a wrong provider is worse than no list.

How much notice does each East Valley city need to start water service?

Between one and two business days, and the phrase business day is doing the work. Gilbert starts water the next business day, Monday through Thursday, given 24 hours notice. Chandler asks for one business day minimum and will not start on a weekend or holiday. Queen Creek requires two business days.

Run a Friday closing through those rules. A request made Friday morning in Chandler cannot be filled Saturday or Sunday, so the earliest realistic start is Monday. In Gilbert, a Friday request falls outside the Monday through Thursday start window entirely. The keys work on Friday. The shower does not.

The fix is small and it is a calendar fix, not a paperwork one. Put the utility calls on the schedule against each provider's own notice window rather than against the closing date, and make them before the walkthrough rather than after it.

Why can't I get internet turned on at my new address?

Because a telecom line is released by the person leaving, not claimed by the person arriving. Cox requires the current account holder to verify with their Cox PIN and consent to the release. Google Fiber's published instructions ask the departing customer to call with their email, password, and account PIN.

Nothing a buyer produces substitutes for that call. Not a deed, not a settlement statement, not a closing disclosure. If the seller has already moved and stopped answering, the account sits open in their name and the arriving household waits on a person who no longer has any reason to pick up the phone.

So ask for that call before closing, while it still costs the seller nothing to make. It is the one item on this page that has to be negotiated rather than scheduled, and it is the one that strands people for weeks.

What five households ran into in the same six months

Reading our own client threads from February through July 2026, five separate households hit the same trip-up, and not one of them was a missed phone call. In every case the account existed. It was open in someone else's name, or the request had been cancelled by the other side without anyone being told.

One household could not get connected because a prior resident, from before the flipper who sold them the house, still had service turned on at the address. Another had a start request placed for a specific date and later found it had been cancelled from the other side. A third assumed, reasonably, that the outgoing owner is removed automatically when the new owner calls to turn service on.

That last assumption is the common thread. People plan for the possibility that they forget to call. Nobody plans for the call being refused because the address is already spoken for. Frequently asked questions

Do utilities transfer automatically when you buy a house?

No. Nothing transfers at closing. The seller closes their accounts and the buyer opens new ones, and the two actions are independent. If the seller never closes theirs, the address can still read as occupied when the new owner calls, which is the most common reason a connection gets delayed.

When should I call the utility companies before closing?

Far enough ahead to clear the longest notice window that applies to your address, which in the East Valley means at least two business days. Make the calls before the final walkthrough rather than after it, and count business days rather than calendar days when a weekend or holiday is involved.

Why won't the internet company let me open an account at my new address?

Usually because the previous customer has not released the line. Cox requires the current account holder to verify with their PIN and give verbal consent before service can be handed over, and Google Fiber's instructions put the same burden on the departing customer. That call has to come from them.

Is electricity in Gilbert SRP or APS?

It depends on the address. The Town of Gilbert lists both, and so do Chandler and Tempe, so the parcel decides rather than the city. Check the specific address before assuming, because a household that opens the wrong account has not opened an account at all.

Who provides water in Queen Creek?

One of five providers, depending on where in town the house sits. The town's own water page names the Town of Queen Creek, EPCOR, the City of Mesa, the Town of Gilbert, and Chandler Heights Citrus Irrigation District. This is the East Valley address where guessing is least likely to work.
